Interlibrary Cooperation Book Loan Method and Notes
Established on March 19, 2019
In order to expand the application of book resources and uphold the concept of resource sharing, our library cooperates with many universities and specialized libraries to provide readers with book loan services by exchanging library cards, so that readers can borrow books directly from cooperative libraries. All researchers, administrative staff, and research assistants in our unit can apply.
The cooperative libraries that signed interlibrary loan agreements with our library in 2019 are as follows:

Borrowing Method
Apply for an interlibrary cooperation library card at the circulation counter of our library during service hours, and borrow books from the library with the card.
Each library card is valid for 30 days.
Before returning the library card, you must first pay off the books and overdue fees.
Borrowing Rules
You can borrow no more than 5 books at a time with an interlibrary cooperative library card.
The loan period of books is subject to the regulations of the cooperative library. No reservations or renewals are provided.
The scope of borrowing and overdue handling are subject to the relevant regulations of the cooperative library.
Book Return Rules
Please return the books to the borrowing library by yourself before the due date of the loan.
If the book is overdue and there is an overdue fee, please go to the borrowing library to pay the overdue fee and ask for a payment receipt (it is recommended to keep the receipt for 3 months).
Other Notes
If the library suspends the right to borrow books due to overdue books, unpaid overdue fees, violations, etc., you are not allowed to borrow the interlibrary cooperative library card.
If you are in the following circumstances, you are not allowed to borrow the interlibrary cooperative library card, and the relevant rights to borrow books from this library will be frozen at the same time:
(1) Failure to return the interlibrary cooperative library card before the specified date.
(2) Overdue return of books or overdue fines for books borrowed from the Cooperative Library.
The borrower is responsible for the safekeeping of the books. If any books are damaged or lost, they must be handled in accordance with the relevant regulations of the Cooperative Library. If the library card is lost, please contact the library for compensation. The borrower must comply with the borrowing regulations of the Cooperative Library and have no objection to the reasons why some books cannot be borrowed.
The borrower must comply with the relevant provisions of the Copyright Law.
The Cooperative Library does not provide database search and other services.
If the borrowed books are urgently needed by the Cooperative Library, they can be returned at any time according to the Cooperative Library’s request within the specified time. If this regulation is ignored, the borrower’s borrowing rights may be terminated.

1. National Library Bibliographic Information Network (NBINet)
Introduction: Provided by the National Library Bibliographic Center, you can query the bibliographic and collection information provided by the National Library and 74 libraries of various types.
2. National Taiwan University Integrated Query System (MetaCat)
Introduction: Produced by National Taiwan University, you can choose to query the collections of various libraries by region: North, Central, South, East, or by subject: Medicine, Education.
3. STPI Technology Information Network Integration Service System (REAL)
Introduction: Provided by the Center for Science and Technology Policy Research and Information, select the library collection under it to query the local library collection system, including more than ten university libraries such as National Taiwan University, National Cheng Kung University, National Tsing Hua University, National Chiao Tung University, National Chung Hsing University, National Chung Cheng University, Soochow University, Providence University, Yilan University, Kaohsiung University, and Yunnan University of Science and Technology.
◎ National Document Delivery Service (NDDS)
1. System Introduction
The National Document Delivery Service (NDDS) is a paid service for resource sharing between libraries. Through agreements with various cooperative organizations, it provides readers with photocopying and book borrowing services for journals, books, doctoral and master's theses, research projects, etc., so as to share what is needed and effectively maximize the value of each library's limited resources.
2. Application Method
(1) Account Application: First-time users must first apply for an account at the National Document Delivery Service System. After the librarian approves your account, you can log in and use it.
(2) Document Application: Please fill in the application information in detail (such as article title, journal name, volume, year, page number, etc.), select one or more application units, and select the document delivery method. After the library receives the information, it will notify the reader to pay and pick up the document.
◎ Application for various types of information
1. Periodical documents:
(1) Use Google, Google Scholar, Taiwan Periodical Article Index, and our collection catalog (click [Journal] and enter the journal name) and electronic resource system to confirm that the periodical documents you need are not available in our collection or on the Internet.
(2) Submit an application: Go to the National Document Delivery Service System, log in to the [Reader Area], fill in the periodical information on the blank application form, and select more than one library and the document delivery method before submitting the application. If the domestic library cannot obtain the document, it will be transferred to an overseas library for assistance in copying.
2. Book borrowing/copying:
The application method is similar. You can first go to the National Library Catalog Information Network to check the collection status of domestic libraries.
3. Research reports:
(1) The application method is similar. The National Science Council's subsidy project reports before 2001 can be queried in the National Science Council's research project report system.
(2) For report materials after 2002 (inclusive), please go to the Government Research Information System (GRB) to check.
4. Doctoral and Master's Theses:
(1) Domestic: You can first check the Taiwan Doctoral and Master's Theses Knowledge Value-Added System to confirm whether the full text is available for direct download. If it is confirmed that it cannot be downloaded, go to the National Document Delivery Service System to fill out an application form. However, due to the Copyright Law and relevant provisions on fair use, the photocopying of materials shall not exceed one-third of the entire book. The requested library cannot provide the full text of the thesis.
(2) Overseas: Please click [Overseas] → [Photocopying] in the National Document Delivery Service System.
◎ Processing speed
Under normal circumstances, it takes about 1-2 working days in China; 2-7 days abroad (mailing is not included in this range).

Reading Rules of the National Institute of Traditional Chinese Medicine, Ministry of Health and Welfare
1. The library is open to colleagues of the institute and outsiders.
2. The opening hours are as follows:
Monday to Friday: 09:00 ~ 18:00
Closed on national holidays and statutory holidays
3. All colleagues of the institute can enter the library with service certificates; outsiders can go to the guard room with relevant documents that can prove their identity, such as ID cards, student cards, etc. to exchange for access cards before entering the library.
4. Smoking, eating, making noise or behaviors that hinder others' reading are not allowed in the library.
5. Personal belongings, bags, books, etc. should be placed in the entrance lockers for safekeeping. They are not allowed to be brought in. Valuable items should be kept by yourself. If lost, the library will not be responsible for compensation.
6. The library adopts open-shelf reading. Readers should choose and read by themselves. After reading books and periodicals, please return them.
7. The reference books, periodicals, clippings and other special books and materials in the library are limited to reading in the library and are not allowed to be taken outside. If you need to make copies, you can use the copying equipment in the library within the scope of copyright permission. If the above circumstances occur, once the library discovers, in addition to the reader’s liability for compensation, if the circumstances are serious, they will be dealt with separately.

When staff from friend libraries of the Science and Technology Interlibrary Cooperation Organization or colleagues in the field of traditional Chinese medicine come to the library for reference and need literature materials, they can be handled in the same way as the interlibrary cooperation photocopying service.
11. Fees for external services:
(i) Computer data printing A4 3 yuan per sheet.
(ii) Paper data printing
On-site (photocopying at our office) A4 1.5 yuan per sheet; B4 3 yuan per sheet.
Postal (interlibrary cooperation) A4 3 yuan per sheet; B4 6 yuan per sheet, plus service fee of 20 yuan per sheet and postage, the postage is calculated based on the actual postage.
Fax (interlibrary cooperation) Greater Taipei area A4 10 yuan per sheet, other counties and cities A4 15 yuan per sheet, plus service fee of 20 yuan per sheet.
